of the International Students Club

This Constitution supersedes any other Constitution created before May 6th, 2011 for
the International Students Club at Los Angeles Pierce College.

of the International Students Club at Los Angeles Pierce College
We, the students of Los Angeles Pierce College, do establish this Constitution of the International Students Club (ISC), to better define the powers and duties of our club, to create a network among International students, and to promote sound educational and social activities for the benefit of the International students.
ARTICLE I - Name & Mission
Section 1 - Name
The name of this organization shall be the International Students Club at Los Angeles
Pierce College. International Students Club shall be abbreviated as ISC for short.
Section 2 - Mission
The mission of this organization is to promote cultural diversity and global awareness around the campus. We aim to foster lifelong friendships through fun activities and social events. We honor and treat every student same regardless of their sex, race, age, religion, disability, national origin, sexual orientation, marital or parental or veteran status.
ARTICLE II - Membership
Any student who is registered in Los Angeles Pierce College and who attended at least 3 general ISC meetings and 3 events organized by ISC per semester shall be an Active
Member of the International Students Club. Membership in the ISC is not mandatory except in elections and voting.
ARTICLE III - Executive Board
Section 1 - Positions
1. The ISC Executive Board consists of 6 elected positions:
I. President
II. Vice President
III. Secretary
IV. Treasurer
V. Web Master
VI. Event Planner
2. They all shall be elected for one semester term and must be re-elected.
3. No officer can re-elect himself or herself. They have to go through the same election process as described in ARTICLE IV.
4. The order of position authority shall be President, Vice President, and Secretary. All other board positions follow the Secretary and are of equal authority.
5. All financial documents must have four signatures to be submitted to the public orCollege. The required signatures are of: Treasurer, Vice President, President, and Faculty Club Advisor.
6. All events must be discussed between the executive board and agreed upon to be hosted by ISC.
Section 2 - Duties and Responsibilities
1. The President
I. Shall be the official representative of the International Students Club.
II. Must represent the club members on all campus wide committees or appoint a delegate to attend in his/her stead.
III. Shall plan events, chairs Executive Board meetings, and general club meetings.
IV. Must hold at least two Executive Board meetings every month.
V. Must plan for the international students orientation at the beginning of each semester.
VI. Must have at least 7 events per semester including the Orientation and club rush.
VII. Shall receive all communication addressed to ISC, and report on matters of importance at Executive Board meetings.
VIII Shall have the authority to sign and approve requisitions in place of all Executive Board members.
IX. Shall protect the Constitution of and the ISC.
2. Vice President
I. Shall serve as the President in the event of a vacancy.
II. Shall work in collaboration with the President at all times.
III. Shall assist the President in all decision-making and paperwork.
IV. Shall chair the general meeting/s on Presidents' request.
3. Secretary
I. Shall be responsible for taking minutes during meetings, and sharing the minutes with the Executive Board.
II. Must keep records of all events and activities.
III. Shall record attendance of members in events and general meetings.
IV. Shall be responsible for all publicity activities such as creating flyers and sending messages.
V. Shall be responsible for communicating any information to all club members.
VI. Shall be in charge of official e‐mail account and Facebook messaging.
4. Treasurer
I. Shall be responsible for all requisitions.
II. Shall report on any matter of importance related to finance at Executive Board meetings.
III. Must present a report of the financial activities and assets at the end of the semester.
5. Web Master
I. Shall be responsible for maintaining and updating www.lapierceisc.com and
ISC Facebook pages.
II. Shall assist secretary in creating flyers and sending messages.
III. Shall be responsible for taking/acquiring pictures of events and uploading them to website/Facebook page.
6. Event Planner
I. Shall be responsible for planning and organizing events, logistics, and pertaining details in regard of events as decided by the executive board.
II. Works in direct collaboration with the President.
ARTICLE IV - Elections and Voting
Section 1 - Elections
1. The Secretary must send out messages to the ISC a week before the elections to notify the club members of the time and date of the elections as well as what is it for. The election must be announced during the general meeting/s. If an election is held in the middle of the semester to add extra positions or elect someone for a position that has been vacated, the Secretary must send out a message 72 hours prior to that election.
2. The elections must be held either; 1) on a general meeting day and a time, or 2) a
day and a time decided and approved by all the executive board members and the club advisor.
3. Only active members of the ISC are eligible to run for any position in ISC with the
exception of the Web Master. The Web Master is exempt from the active member criteria.
4. An active member can run only for one position in one election.
5. The term of all the Executive Board positions is for one semester.
6. One must currently have a position or held a position in the Executive Board to be eligible to run for the President.
7. If a person has previously been impeached or stepped down from a position in the Executive Board, that person is no longer eligible to run for any position in ISC afterwards.
8. The candidate must; 1) be present at the election, or 2) email a letter to mail@lapierceisc.com before the election to be read to the public.
9. The current Executive Board can decide to table the election of a certain position if they feel it is not in the club's best interest to vote for that position at the time of the elections.
10. Current Executive Board members can endorse the next candidates only for their positions.
11. No comments or favors are allowed during elections except for ARTCILE IV S1.10.
12. Elections for the Executive Board of any given semester must be held at the second to last week of the previous semester.
13. Active members running for positions must be available to attend Executive Board meetings and at least 3 general meetings per month.
Section 2- Voting
1. Before the elections, the Executive Board will read all the duties as well as the rules for impeachment so that the candidate understands the responsibilities and duties.
2. Only active members of the ISC are eligible to vote (See ARTICLE II for definition of active member).
3. A faculty advisor must be present during the election for the election to be official, and the Secretary must take detailed minutes recording numbers of votes and how many people were eligible to vote were present at the election meeting.
4. If only one candidate is running for the position, there must be a "yes" or "no" voting for that position.
5. The ISC follows a majority voting system, not a plurality. This means that majority is needed to pass, or to elect someone. Thus, if more than two people run for a position, there would be a run off election. In case if two or more people have the same number of votes, there would be another election between them. If it still comes to the same number of votes for two or more candidates, the current Executive Board votes and decides on the position.
ARTICLE V - Meetings
1. There must be at least one (1) general meeting per week on Wednesdays at 12.30 pm beginning from the 3rd week of the semester until a week before the end week of the semester unless for college holidays.
2. There shall be at least 2 Executive Board members present in a general meeting for quorum.
3. The Executive Board shall decide on a 2nd general meeting according to the needs of the members.
4. Attendance must be taken during every general meeting.
ARTICLE VI - Mandatory events
1. 1st event shall be the international student's orientation. ISC shall decide on the speeches, the presentation about ISC, and the activities to do on the orientation day.
2. 2nd event shall be the club rush during the 2nd week of semester. ISC shall promote
itself, shall has promotions going on during the club rush.
3. 3rd event shall be a potluck in the park to create friendships and bonding with new members.
ARTICLE VII - Impeachment
1. The President shall be impeached if he or she misses 4 or more ISC meetings and ISC events during the semester unless for proven medical reasons.
2. All other Executive Board members shall be impeached if they miss three or more ISC events, or three or more ISC meetings during the semester unless for proven medical reasons.
3. If the club wishes to impeach any Executive Board member for reasons besides the
above, they must notify the Secretary. The Secretary must send out an email/Facebook message to all the members of the club to notify them that this will be voted upon at the next meeting. The Faculty Club Advisor must be present during the impeachment, and a majority vote is needed.
ARTICLE VIII - Constitutional Amendments
1. Amendments to the Constitution can be made with the exception of amendments pertaining to Constitution ARTICLE I.
2. Amendments shall be proposed in the Executive Board to discuss and voted for in a general meeting to be ratified. Amendments that win majority of approval of voting members and ratified shall immediately go into effect, and shall be added to the constitution under amendments with date.
ARTICLE IX – Amendments
Amendment I (December 2, 2011)
Article III, Section 1
Club Council Representative Position is added to the Executive Board.
All Executive Board members should to be available to attend Executive Board meetings,
which have to be held at least once every other week.
Article III, Section 2
Club Council Representative’s duties and responsibilities are as follows:
I. Shall be responsible to attend Club Council meetings organized the Club Council President.
II. Works in collaboration with the board to inform and report any announcements or events between the board and the Club Council.
Article IV, Section 1‐8
The candidate must be either present at the elections, or E‐mail a letter with a picture to
mail@lapierceisc.com before the elections to be read to the voters.
Article IV, Section 1‐12
Elections for the Executive Board of any given semester must be held at the last club meeting
the week before final exams or prior to that according to the advisor’s schedule. In the event
of the advisor’s unavailability, he or she shall appoint another faculty member to act as the
club advisor for the elections.
Article VI – Mandatory Events
1st event shall be the International Students Orientation. ISC shall decide on the speeches,
the presentation about ISC, and the activities to do on that day depending on the
International Students Services needs.
2 other mandatory events shall be:
Club Rush (organized by Club Council). ISC shall promote itself, shall have promotions going
on during the Club Rush.
Welcome Potluck in a park to create friendships and bonding with new members.
Article VII ‐ 3
In the event of the advisor’s unavailability, he or she shall appoint another faculty member to
act as the club advisor for the impeachment.
